Cities will be key drivers of the economic recovery, and especially medium sized towns and cities which have a key role to play in it.
However medium sized cities tend to be more affected in times of economic recession as they often do not have the same level of economic and social resilience as large metropolitan areas.

The municipality of Basingstoke and Deane (http://urbact.eu/fr/projects/innovation-creativity/esimec/partner/?partnerid=483) decided to cooperate with 9 other cities in Europe (Albacete, Sabadell,Gävle, Debrecen, Charleroi, Bistrita Cherbourg and Besançon) on this issue through the ESIMeC project (http://urbact.eu/fr/projects/innovation-creativity/esimec/homepage/)in the framework of URBACT.

URBACT (http://urbact.eu/) is a European programme gathering 300 European cities on sustainable urban development. Through ESIMeC (Economic Strategies and Innovation in Medium Size Cities) the partner cities will develop innovative economic strategies that capitalise on the assets and specificities of medium sized cities to ensure they are better equipped to cope with economic downturns and to encourage faster economic recovery as well as long term economic growth and resilience. The ESIMeC network also established very strong links with the Local Economic and Employment Development (LEED) programme run by the OECD.
